The Red River Groundwater Conservation District (the “District”) was created by the 81st Texas Legislature under the authority of Section 59, Article XVI, of the Texas Constitution, and in accordance with Chapter 36 of the Texas Water Code ("Water Code"), by the Act of May 25, 2009, 81st Leg., R.S., ch. 884, 2009 Tex. Gen. Laws 2313, codified at Tex. Spec. Dist. Loc. Laws Code Ann. ch. 8859 (“the District Act”).

Report Usage

  • All new wells must registered before construction begins.
  • All wells that have transferred ownership must register with the District.
  • All non-exempt wells are required to be registered with the District.

Well meter readings must be taken on a monthly basis, within 15 days before or after the first day of the month. These can be submitted monthly, or collected and submitted at one time at the end of the quarterly billing cycle.

The District operates on a quarterly billing cycle. Meter readings must be submitted within 30 days of the end of the quarter. Invoices will be generated within 45 days from the end of the applicable quarterly billing period....
